What happened
The California Gambling Control Commission (CGCC) issued an advisory dated January 15, 2026. It warned about an illegal operation called “California Scratch Card”.
According to the advisory, the operation:
- uses the CGCC name and logo
- claims winners must pay an “Administrative Processing Fee” before collecting winnings
- appears to target people in the Philippines
- operates primarily on Facebook and may use other social platforms
